Optimizing Civil Contractor Selection for Sustainable Community Maintenance Projects Using Open Tender Systems

The maintenance of production facilities is crucial to ensure their safe operation and long-term sustainability. Therefore, selecting the right civil contractor essential that job performed efficiently cost-effectively by most qualified contractor. Currently, selection process involves three elimination stages carried out two different departments, which may lead biased inconsistent scoring. To overcome these issues, this study proposes using Analytical Hierarchy Process (AHP) method select highest-scoring based on expert judgment criteria. criteria sub-criteria were determined through a focus group discussion with experts, each alternative analyzed pairwise comparison, consistency index calculation ratio. results revealed technical criterion commercial highest-weighted criteria, while administrative was lowest. Among five pre-qualified contractors fifteen evaluations, recommends PT NS as highest scorer in Project Maintenance Civil Community Open Tender System Selection. it can be concluded AHP increase effectiveness efficiency difficult multi-criteria decision-making, especially open tender evaluation ranking importance, resulting sustainable community projects.
